POWERS:

The Rhino (canon umbrella power): When armored up, O'Hirn is a force to be reckoned with. Preferably from a distance. Covered head to toe in hand-wavey-sciencey-super-armor that is literally fused to his flesh, The Rhino's hide is literally impenetrable. Shooting him- with damn near anything- is useless. Even a minigun had all the impact force of a mild hailstorm, and managed to inflict exactly zero damage. He's at a level of nigh invulnerability to where you'd have to hit him with some extreme amounts of force before it would register (though the sides of his head are slightly more susceptible to harm, if only due to comparably thinner armor). Only his face is exposed, and while O'Hirn may not be a bright boy, he knows when to cover it. The giant horn on his head isn't for show either- it's just as durable as the rest of him, and very, very sharp.

Other fun advantages of the Doc's experimentation is that in addition to being nigh invulnerable, O'Hirn's also packing some superhuman strength. While there's no in-universe established upper limit, comics canon for a different universe's Rhino (the main one) gives him an upper limit of lifting 100 tons. It's unclear how that stacks up to his canon, but it's really the only number to go with, and does at least match up nicely to a guy who can throw a police cruiser down the block with his head or drop a parking garage on himself and just walk it off like nothing happened.

And while not really a power, it's still worth mentioning: Suited up, Rhino is heavy. Like, really heavy. If he's in a dead run charging at something, you'll hear him from several dozen yards away, and start to feel the ground shaking within ten to fifteen. Since he's largely impervious to any sort of physical harm, this is something that's been used against him. On the wrong terrain, he can and usually will fall through it.

Note that none of this applies when he's not armored up as The Rhino, in the event he ever realizes he can remove the suit and actually does so.

Suit Up (non-canon): Unlike at home, here O'Hirn will have the ability to suit up or remove his suit at will thanks to the nanites. There is a catch though: doing so is going to be every bit as painful as when it was first applied. He's not going to be doing this regularly, and it's definitely something meant to better let him live a normal life from time to time.

In Cogneetus (non-canon power / canon bad idea): O'Hirn, being a dumbass, actually thinks an oversized trenchcoat and a fedora is a clever way to be inconspicuous even while suited up as The Rhino. However, due to the portal's interference, things work a little differently than you'd expect. Even though pretty much everyone will see through this disguise almost immediately- he's a giant rhinoceros person why wouldn't they- they'll feel so bad for him that they will be compelled to act and respond as if the disguise is actually working. They will be unable to tell anyone- including him- that they know he's The Rhino until the disguise is removed or destroyed, or a few hours have passed (whichever comes first).

If for any reason Rhino admits who he is, the power's effects will also collapse and the information can be shared freely by anyone who has heard him and those individuals can respond as appropriate.

Note that this does not mean he can wander into places that ordinary civilians aren't allowed to go- even if a guard can't say they know who he is or act on that information, he is disguised as an Ordinary Citizen and is therefore subject to the same treatment. So he couldn't use this power to just walk into a bank vault, use the Porter, or commit any sort of crime unnoticed. Regular citizens are still prevented from doing those things, and that would apply to his "disguise" as well.

As far as innate resistance to this power goes: it can be treated as a strong psychic / telepathic influence and resisted by characters with a resistance or immunity to such influences at their players' discretion. Actually seeing him don this "disguise" will also shield someone from the effects of this power (but one has to watch him actually put it on- it's not enough to see him walk into a room and then walk back out in the disguise).

This power does still work when O'Hirn *isn't* in the Rhino suit and tries the same disguise, but it's honestly way more likely that he'll be suited up when he does this.
